The project contributed to the work of strengthening spatial planning for metropolitan areas in areas in Indonesia, within a framework of resilient and sustainable urban and territorial development. It formulated a guide for the preparation of a Metropolitan Spatial Planning Framework (MSPF) in Indonesia. The report incorporated international academic literature review, case studies on metropolitan area governance and planning, analyses of existing policy gaps and data requirements, and an urban resilience assessment in the designated metropolitan area pilot study of Patungraya Agung, South Sumatra.

Four scenarios were prepared using data gathered from public sources on to examine resilience in various parts of the Palembang Metropolitan Area.

Scenario 1: Human Vulnerability

This scenario plots vulnerable settlements as defined by two data sets: population impoverishment and risk of flooding.

Scenario 2: Potential Development Areas

This scenario identifies suitable greenfield development areas in the region as defined by being accessible to existing transport networks, having low or no risk of flooding, and being relatively flat.

Scenario 3: Healthcare Accessibility

This scenario identifies those settlement and activity centers whose populations have good accessibility to general hospitals.

Scenario 4: Landfill Location Selection

This scenario identifies locations for landfills based on criteria that include being distant from heavily populated areas and incompatible land uses, with gentle terrain and low risk of flooding.
